The Advisory Board plays a pivotal role in governance and guiding strategic direction of the Conference, including long-term strategy covering design and thematic direction. The Advisory Board also plays a crucial oversight role and provides continuity while maintaining the momentum of focus on the importance and relevance of WCTC activities between conferences.
Prof. Guy Marks is a respiratory and public health physician and epidemiologist. He is President and interim Executive Director of the International Union Against Tuberculosis and Lung Disease. He also serves on the Board of the NCD Alliance.
He has led the Centre for Air pollution, energy and health Research (CAR, an NHMRC Centre of Research Excellence) since 2012. His main research interests are in chronic respiratory disease (asthma and COPD), tuberculosis control and the adverse health effects of exposure to air pollution.
In 2022, Prof. Guy Marks was recognised in the Queen’s Birthday Honours List, as an Officer in the General Division of the Order of Australia, for distinguished service to respiratory medicine and research, and to tertiary education.
Prof. Dr. Nuntavarn is a distinguished academic and leader in the field of public health. She was the founding Dean of the Faculty of Public Health and the School of Global Studies at Thammasat University in Thailand, where she served for over 13 years. Her research has primarily focused on the critical areas of air pollution and health, as well as tobacco control. Through her extensive research endeavors, she has published numerous influential publications and played a pivotal role in shaping national policies and interventions.
Prof. Dr. Nuntavarn’s contributions extend beyond academia. She served as the lead negotiator for Thailand at the Conference of the Parties (COP) for the WHO Framework Convention on Tobacco Control (FCTC) for several years. Additionally, she chaired significant committees at the Conference of the Parties, leading to the successful adoption of guidelines and the Protocol to Eliminate Illicit Trade in Tobacco Products.
Dr. Jennifer Ellis directs the Bloomberg Data for Health Initiative and also focuses on epidemiology and data use across the Bloomberg Philanthropies public health program. She has also held other professional positions at NYC DOHMH, Columbia University, and American Journal of Public Health for five years. Jennifer holds a PhD from Columbia University and a BA from Occidental College and previously served as an adjunct assistant professor for the City University of New York where she taught biostatistics and research methods.
Andrew Black is the Team Leader (Development Assistance) at the Secretariat of the WHO Framework Convention on Tobacco Control (WHO FCTC), based at the World Health Organization Headquarters in Geneva. As part of his responsibilities, Andrew leads the delivery of the FCTC 2030 project. Before joining the Secretariat of the WHO FCTC in 2016, Andrew was a civil servant at the United Kingdom Department of Health, where he had many roles, including Tobacco Programme Manager for almost a decade.
Dr. Douglas William Bettcher is the former Director the Department for Prevention of Noncommunicable Diseases, World Health Organization (WHO), Geneva, Switzerland. In this capacity his portfolio included oversight for WHO’s work on NCD risk factor prevention (including tobacco use, diet and physical inactivity), health promotion, ending childhood obesity and NCD risk factor surveillance. He has a multidisciplinary background and holds a PhD in International Relations and a Graduate Diploma in World Politics, both from the London School of Economics and Political Science; a Master’s of Public Health from the London School of Hygiene and Tropical Medicine; and a Doctor of Medicine degree from the University of Alberta, Canada.
Dr. Cary Adams is the Chief Executive Officer of UICC. He has occupied this position since 2009. Dr. Cary Adams has a BSc Honours degree in Economics, Computing and Statistics, a Masters degree (with distinction) in Business Administration. He is a Harvard Business School alumni and has received two Honorary Doctorates in International Relations and Health. UICC unites and supports the cancer community to reduce the global cancer burden, to promote greater equity, and to integrate cancer control into the world health and development agenda. UICC also boasts more than 60 strategic partners.
Dr. Fenton Howell is medical graduate of University College Dublin, Ireland, and completed higher specialist training in Public Health Medicine in 1991. He is the former National Tobacco Control Adviser to the Department of Health, is a Clinical Associate Professor in Public Health in the Department of Public Health and Primary Care at Trinity College Dublin, and is a board member of the National Cancer Registry Ireland. Dr. Fenton Howell is a Fellow of both the Faculty of Public Health Medicine of Ireland and the Royal College of Physicians of Ireland. He is a past Dean of the Faculty of Public Health Medicine of Ireland, and past President of the Royal Academy of Medicine in Ireland, the All Ireland Social Medicine Group and the Irish Medical Organization. He has previously served on the boards of ASH Ireland, the Tobacco Free Research Institute, the European Network on Smoking Prevention, the Institute of Public Health in Ireland and the Medical Bureau of Road Safety, and he chaired the Prevention Working Group for the Ireland–Northern Ireland–United States National Cancer Institute Cancer Consortium.
Dr. Gan Quan, PhD, is Senior Vice President at Vital Strategies, where he leads the Tobacco Control Division, comprising a global team working with governments and civil society partners around the world to reduce tobacco use, the leading preventive cause of deaths worldwide. The Division has supported work in more than 50 low- and middle-income countries with a focus on evidence-based tobacco control policies and implementation, capacity building, and countering interference from the tobacco industry.
Dr. Gan Quan has more than 15 years of international experience in health system building, policy implementation, government partnership, and policy research. Prior to joining Vital Strategies, Dr. Gan Quan spent 14 years with the International Union Against Tuberculosis and Lung Disease (The Union), first as Technical Advisor, then Director of China Office, and most recently as Director of Tobacco Control Department. Before joining The Union, Dr. Gan Quan was a research fellow at the Center for Tobacco Control Research and Education at University of California, San Francisco.
